The Department of Official Languages has officially announced the commencement of online applications for the Official Languages Proficiency Oral Test 2026. This examination is mandatory for public officers and provincial public service officers to fulfill their official language proficiency requirements as per government regulations.

Overview of the Oral Test

The Official Languages Proficiency Oral Test is designed to evaluate the communication capabilities of public servants in their second official language (Sinhala or Tamil).

To pass the examination, candidates must score a minimum of 40% in each of the following components:

  • Listening Skills Assessment: Testing the ability to understand spoken language.

  • Speaking & Reading Skills Assessment: Evaluating verbal fluency and pronunciation.


Eligibility Criteria

According to Public Administration Circular Letter 01/2026, the following officers are eligible to apply:

  1. Officers who have passed Sinhala or Tamil as a second language at the G.C.E. O/L Examination.

  2. Officers who have already completed the required written qualification for language proficiency.

Note: Applicants must ensure they select the correct category and level (Level I, II, or III) based on their specific service classification before submitting the form.
